That was written before I was born and disowned by its author as satire not long after. It barely registers among influential feminist ideas, and it's an entirely legit to respond to silliness like Y chromosome envy with more silliness like anon's comment.
Even assuming for a moment that the 'mutant Y chromosome' theory has been discredited as thoroughly as you claim it has - and as I say, it's probably older than the SCUM manifesto, so the flaws of that particular document are not necessarily germane - does that necessarily make it harmless to evoke?
The idea that women are dumber than men is equally discredited, and yet I wouldn't recommend going around parroting it as harmless humour, even in a "they did it first" type situation.
